OVERVIEW


C1.1

This document defines the rules for competitions run by the WCC MOVIE MAKERS for the production of motion pictures in accordance with the BY LAWS PART A – GENERAL



C1.2

Only financial members and eligible visitors (See C2.10) are entitled to the privileges of entry and award.



C2.

DEFINITIONS


C2.1


Member A member is a financial member of the Wollongong Camera Club Inc




C2.2


General Competition Programme Includes one or more competitions programmed for completion prior to the VOTY competition entry date. Details published by the ANNUAL DINNER of each year to give members sufficient time to prepare entries for the following year.




C2.3


Movie Makers of the Year (VOTY) Competition An annual “open title and subject” competition for all financial members.




C2.4


Open Award An annual “open title and subject” competition available to members of affiliated clubs. Run concurrently with VOTY.




C2.5


Annual Dinner/Presentation Night The Annual Dinner and Presentation Night held in December each year at which the results of VOTY, Fiction & Non-fiction Categories, Team and Skills Awards are announced and Trophies presented.


C2.6


Entrant


C2.6.1

Individual Entrant A member or visitor (See C2.10) who enters a competition with or without help from others. The individual entrant is the producer and owner of the Movie Makers. See also Awards C6.1.



C2.6.2

Team Entrant A combination of two or more members from any membership category defined in the Club BY-LAW A2 GENERAL and visitors (See C2.10) who jointly enter a competition and are all listed on the entry form as “entrants” with or without help from others.

C2.6.3

Helper Helper on any Entry as a “technician”, actor, singer etc. Helpers, generally but not necessarily, are also members of the club.

C2.7


Entry Length The total length of an entered Movie Makers. When applicable, length shall include opening titles, end titles, credits, opening/closing sound tracks and details of entrant and production equipment used. See also C3.1.2, C3.2.2, C.4.13.3, C4.13.4




C2.8


Copyright Protected Media Any image, moving or still, sound or written material which the Wollongong Camera Club Inc. member(s) is/are not legally entitled to use in their production. See Appendix B & C and also C4.4 and C4.8

Videographer Videographer = Cinematographer = Video Photographer

MM Movie Makers




C2.11


Visitor A person able to enter productions in competition but is unable to receive any award. Visitors may submit entries for three (3) calendar months , after which time they are required to become members if they wish to continue.




C2.12


Competition Co-ordinator A member of the Club responsible for and arranges all organisational aspects of competitions. The Competition Co-ordinator is eligible to enter all competitions. See also C5.




C3.


COMPETITIONS General Competition and the Video Of The Year (VOTY) Competition are open to all financial members. General competitions are open to visitors as specified in rule C2.10.










C3.1


General Competition

C3.1.1

Topics These competitions may be open and/or include a theme, subject or technique, or signature item to complement the Meeting Night Programme/Technology focus.

C3.1.2

Entry Length The maximum allowed entry length is 6 minutes maximum unless otherwise specified by the Competition Co-ordinator. Entries may be submitted at any length up to the maximum specified. See also C2.6, C4.13.3




C3.2


Video of the Year Competition (VOTY) and Open Award “categories” Each competition entry is to be submitted in one of the following categories: Fiction or Non Fiction See APPENDIX D. See also C4.13



C3.2.1

VOTY and Open Award are “open title and subject”.



C3.2.2

Entry Length 6 minutes maximum. Entries may be submitted at any length up to the six minute maximum. See also C2.6.

GENERAL RULES


C4.1


Applicability


These General Rules apply to all Wollongong Camera Club Inc. Movie Makers competitions.




C4.2


Participation

C4.2.1

Entries for competitions are to be prepared without third party funding or the assistance of any third party professional film or Movie Makers making studio. Direct media conversion services are exempt from this ruling (e.g. 8mm film conversion to DV tape).

C4.2.2

A Club member may be involved at any level in the production of a Movie Makers entered in a competition and may also utilise non-members as actors or technicians. All participants are to be named in the credits. (See also C2.5.)




C4.3


Entry Quota See also C6.2.3 and C6.2.4

C4.3.1

Each Individual Entrant may submit a maximum of two entries in each category.



C4.3.2

Each Team may submit a maximum of two Team Entries in each category

C4.3.3

A member can be a Team Member of no more than two Teams in any calendar year

C4.5


Entry Submission

C4.5.1

All Entries to VOTY must be accompanied by a completed Entry Form. Entries in the General Competition do not need an Entry Form but may require a Copyright Form. See also Appendix B & C

C4.5.2

Entries may be handed in at the appropriate Movie Makers meeting.

C4.5.3

Entries may be posted to the Competition Co-ordinator at the Wollongong Camera Club Inc. published mailing address to arrive by the due date.

C4.5.4

The entry date(s), once published, cannot be brought forward

C4.5.5

Late entries will not be accepted.




C4.6


Permitted Formats


All formats that the WCC MM owned equipment plays shall be accepted for entry. Currently this includes SVCD, VCD and DVD Some brands of CD & DVD may not play. It is the Entrants responsibility to check before entering.




C4.7


Media Identification

C4.7.1

Both the media (cassette, CD, etc.) and the media protective container of the entry are to be identified with the Entrant's name, title and any copyright information.




C4.8


Responsibility for Entries

C4.8.1

Copyright It is the responsibility of the Entrant to ensure that:

There is no copyright infringement. See also C4.4

C4.8.3

All appropriate releases from individuals, organisations etc are obtained and held by the Entrant prior to submitting the entry.

C4.8.4

Details of copyright licences, releases , proprietary ownership etc when relevant are listed in the production credits and other places necessary




C4.9


Closing Date

C4.9.1

It is the responsibility of the Entrant to ensure that the entry is submitted by the closing date and in accordance with these Rules

C4.9.2

The closing date will be set by the competition co-ordinator and advertised to the meetings at least two months before the closing date.




C4.10


Loss or Damage of Entry

All competition entries are submitted at the risk of the Entrant who is responsible for ensuring backup copies are made in case their entry is lost or damaged.




C4.11


Entry Return


It is the responsibility of the Entrant to collect their entry at the meeting after awards have been presented. If return by post is required then financial arrangements are to be made for the return of the media when submitting the entry.




C4.12


Acceptable Entries

C4.12.1

Content

C4.12.1.1

Entries are to conform to Film & Literature Board Classification of G or P.G.

Notification of Non-acceptance

C4.12.2.1

In the case of General Competitions Non Acceptance will be decided by the Judging Panel on the entry/judging night.

C4.12.2.2

In the case of any entry being declined for VOTY, it is the responsibility of the Competition Co-ordinator to notify the Entrant(s) at the December meeting.




C4.13


Eligibility for Competition

C4.13.1

Only Movie Makerss not previously entered in Wollongong Camera Club competitions are eligible for entry in General Competitions.

C4.13.2

A video can be entered in VOTY and Open Award Competitions once only.

C4.13.3

All accepted General Competition entries are eligible for entry in the VOTY Competition unless they exceed the entry length for VOTY. See also C3.2.2

C4.13.4

Members of affiliated clubs are eligible for entry and award of the Wollongong Camera Club Inc. Movie Makers OPEN AWARD. (See By-Law C6.4.1.3)



C5


JUDGING




The Competition Co-ordinator manages the judging of all competitions and is responsible for publishing the Category Winners (except for Special Awards), and keeping and making public the record of entry numbers. The Competition Co-ordinator will not participate in any competition judging. The Competition Co-ordinator will not influence any competition judging.




C5.1


Appointing Judges. The Competition Co-ordinator will identify and appoint one or a panel of judges See also C2.11




C5.2


General Competition.

C5.2.1

Judging Panel. A judging panel may be formed on the competition night This panel may comprise all present at the meeting. See appendix A2




C5.3


Movie Makers of the Year Competition (VOTY)

C5.3.1

Judging Panel. A panel of between one and three suitably qualified judges external to the Club will be organised by the Competition Co-ordinator. See appendix A1




C5.4


Vetting of Entries. All entries are vetted by the Competition Co-ordinator for compliance with the Entry Requirements defined in these Rules. See also C3 and C4.




C5.5


Category Nomination. If no category is nominated on the Entry Form by the Entrant, or if the entry does not comply with the nominated category, then a category shall be nominated by the Competition Co-ordinator in consultation with the Entrant.




C5.6


Judging Dispute. The judges’ decision is final and no correspondence will be entered into.




C5.7


Judges Responsibility. Judges shall review individually each entry and allocate points for each aspect of that entry in accordance with the Wollongong Camera Club Inc. Movie Makers Group Video Assessment Sheet. The sheet content is defined in Appendix A1 to these Rules.

AWARDS


C6.1


Eligibility

Only Members who have a major role in the planning, decision-making and production of the video shall be eligible for an award. . Others may be awarded a skills award in the VOTY competition at the discretion of the judge(s). Members of affiliated clubs are eligible for the Open Award only. See 2.5, C2.10, C2.5.3 and C6.4.1.3




C6.2


Team Entry (All Competitions)

C6.2.1

Only Members are eligible for Team Awards. See also C2.10

C6.2.2

Awards to Team members are acceptable so long as:

The Producer/Director is a club member.

C6.2.2.2

No commercial assistance was given.

C6.2.2.3

The team member being awarded is a club member. See also C 2.5.3

C6.2.3

Team Member entries do not count toward an individual member’s entry quota.

C6.2.4

Helping on a Team Entry does not affect the helping member’s individual entry quotas. See also C2.5.3




C6.3


Midyear Competition Is an annual part of General Competition with specific awards

C6.3.1

Certificates, Awards or Prizes


First and Second places may be awarded for each of the following categories. The judges are not, however, obliged to issue any award or place.

The competition will be judged in up to three categories. (see Appendix D for definition of the first 2 categories).

Midyear Movie Makers Eligibility for VOTY

C6.3.2.1

All accepted Midyear Movie Makers Competition entries which meet the length criteria for VOTY are eligible for entry in the VOTY Competition. See C3.2.2







C6.4


"Video of the Year" Competition and Open Award. See also C3.2

C6.4.1

Competition Awards

C6.4.1.1

The VIDEO OF THE YEAR, Perpetual Trophy shall be awarded to the Wollongong Camera Club Inc member submitting the highest scoring Movie Makers, irrespective of category. This Video shall be deemed the Overall Winner from amongst club members and shall be named as the Video of the Year. The judges are obliged to issue this award.



C6.4.1.2

Most Improved Video Producer, Perpetual Trophy This award is made at the discretion of the Movie Makers chairman and committee. This award must be presented every year.




C6.4.1.3

The Wollongong Camera Club Inc. Movie Makers OPEN AWARD shall be open to all members and members of clubs affiliated with the Wollongong Camera Club Inc.. This prize shall be awarded to the entrant submitting the highest scoring video irrespective of category. This award is issued at the discretion of the Judges and Committee. This award is presented at the Annual Dinner.

C6.4.2

Category Awards First and Second places may be awarded for each of the following categories. The judges are not, however, obliged to issue these awards or places. See Appendix D for definition of the first 2 categories

VIDEO CLASSIFICATION DEFINITIONS


Video Of The Year is divided into two categories.


These classifications apply to the Midyear Competition unless otherwise specified.


Entrants should interpret these categories, and classify their entries on the entry form themselves.


Remember that any single “work” can only be entered once in VOTY.


Should an entrant have doubt as to which category to enter a “work” consult with the Competition Co-ordinator.



1. NON FICTION


Includes:


Audio Visual: A technique for presenting a “slide show” of still pictures in Movie Makers format using video transitions, background music and narration. Powerpoint style programmes are being considered.




Documentary: A video presenting subject matter in a factual and informative manner. A Documentary ideally contains some matter(s) of conflict. The Video would concentrate on one theme or item of significance. Any dialogue, on screen text, accompanying interviews, narration or music should complement the video images. A Documentary is usually planned and scripted.


This category includes instructional videos.




Travel: A video about a location visited by the video maker. The video must be travel related.


Some blurring exists where Travelogue and Documentary overlap.


Travelogue tends to be opportunistic whereas Documentary is usually planned and scripted




2. FICTION


Includes:


Music Video: A music video will usually have dialogue in prose (song, poetry but not spoken narration). The video images would generally be edited to the rhythm of the music and the imagery may support the music or lyrics.




Screenplay: A video presenting a story involving the use of one or more actors and usually containing some interactive dialogue. The video would generally have a fictional content. The video should have an artistic style such as: comedy, drama, musical etc. Music often enhances the impact of the video.



The following categories have been considered as options for competition divisions, but the committee has (for the time being at least) decided on the simpler splitup given above. The more divisions we have for competition the more complex it gets and the likelihood of too few entries in any one category increases.

1. Animation: A sequence of still images of objects arranged in such a way to make the object appear to have movement on the screen.
